Reinforcement of Hongkong garrison. His Majesty's Government have approved of a battalion being sent from Gibraltar for this purpose. If however before the arrival of these troops at Hongkong the situation in China were to become threatening it might be necessary to employ on duty in China portion of existing Hongkong garrison which would in turn be replaced temporarily by troops from Malaya. I understand that in G.0.C's opinion it would be possible in this contingency to spare two companies with signallers and machine gunners but that you would deprecate withdrawal. Please inform me of your views as soon as possible.
